Mentor Council, Administration Talk Possible Noise Ordinances For ATVs & Dirt Bikes

Council members discuss whether such an ordinance would be necessary

Mentor City Council and administration discussed the possibility of amending the city's noise ordinance so it addressed ATVs, dirt bikes and similar vehicles during a work session Tuesday at City Hall. While no final decisions were made Tuesday, City Manager Kenneth Filipiak wanted to gauge the council members' opinions on the topic. Filipiak said that while the city does not get a lot of complaints about ATVs and other small vehicles, those who do call about it tend to be very frustrated. "We receive these complaints on a regular basis," he said. "We've been frustrated over the years because we don't have a great way to address them." City Council, Administration Discuss Plaza Boulevard Extension

The city is looking for outside funds to help pay for the project

The city of Mentor has wanted to add another north-south corridor connecting Mentor Avenue and Tyler Boulevard for years. That's why the city bought the property needed to lengthen Plaza Boulevard until it intersects with St. Clair Avenue last year. However, the actual extension will not be built this year, according to the city administration. They had a work session to discuss the project with City Council Tuesday at City Hall. Assistant City Manager Tony Zampedro said most of the engineering and other preliminary work is done on the project. However, the city wants to find some outside funding for the extension so it will not need to pay the entire $3.2 million that it's expected to cost. "This is one of those (projects) where it's …

Unfortunately, according to a local newspaper article from 4/18/2012 on the City Council's activity (or rather inactivity?), there will be no relief of the traffic on 615 and 306 before 2015 at the earliest. City Council Discusses Changing Background Check Policy

Council decides to amend its policy toward background checks for people who serve on the city's commissions and committees

City Council looks like it will be changing its policy per background checks for residents who serve on the city's many volunteer committees and commissions. In March 2010, the majority of Council passed an ordinance that required all applicants of all the city's appointed commission and committee members to receive a background check. After a discussion at a work session Tuesday, Council agreed to change it so only those committees where members are paid will require a background check. Those committees include the Planning Commission, Board of Zoning Appeals and Civil Service Commission whose members each receive $50 per meeting. Council Discusses Possible Changes For IBIM

The city spent $34,000 on It's Better In Mentor last year

The city lost $34,402.66 overall on the It's Better In Mentor festival in 2011, according to a report City Manager Kenneth Filipiak gave to City Council Tuesday afternoon. That counts $14,000 the city spent on wages and another $23,000 it spent on overtime -- most of which went to public works employees, policemen and firemen. This is the first year the city of Mentor took employee expenses into account when considering how much it spends on the festival. "I think you'd find the numbers in 2011 would be similar to past years if we gathered the same information," Filipiak said. City Council and administration discuss what it would take to set up a deer culling program in Mentor

The first time the Mentor City Council and administration had a work session about deer they focused on the dangers of deer overpopulation. They did not talk about how said population could be managed. However, they got specific during their second work session Tuesday at City Hall. City Manager Kenneth Filipiak specifically laid out what it would take to establish a deer culling program in Mentor. He also talked about other ways the city could address the deer problem. They ranged from legalizing hunting to making it illegal to feed deer. The session began with Filipiak giving members of City Council a 15-page report that suggested a 5-part deer management plan. They are doing the right thing. I study Wildlife Management and what they did was perfect. why pay 500 dollars a deer to add up to 300,000 dollars? By using what resources they have, a skilled group of officers can take out all the deer they need in one week instead of letting a group of random untrained people to go out and kill any deer they come across illegally. City Council Discusses Dangers of Deer Overpopulation

No decision is made on how to address deer population at work session

The average urban area can support 10 to 15 deer per square mile, Mentor City Manager Kenneth Filipiak said during a work session with City Council Tuesday. By comparison, Mentor's fourth ward -- the ward that includes Mentor Lagoons, Civic Center Park and Mentor Headlands -- averages 33 deer per square mile, according to the results of a flyover count the city paid for in March. That count doesn't include Veterans Park, which has averaged about 120 deer per square mile during the last 10 years, Filipiak said. City Council Votes For Scott Marn As President, Ray Kirchner As VP

A pair of City Council candidates from November were also appointed to the Planning Commission and Board of Zoning Appeals

Mentor City Council voted Scott Marn as council president and Ray Kirchner as vice president during its first meeting of the year. Kirchner nominated Marn and was seconded by John Krueger. Council members Robert Shiner, Bruce Landeg and Janet Dowling voted for Marn. Carolyn Bucey voted against him, though no one else was nominated. Kirchner was nominated by Krueger and Dowling and elected unanimously. Marn thanked previous Council President Shiner for his years of leadership. John Krueger, Bruce Landeg Oust Micchia, Walsh From Mentor City Council

Voters also reelect incumbents Robert Shiner, Carolyn Bucey and Janet Dowling

The voters of Mentor had a choice between the old and new this Election Day as all four City Council ward races were contested. Ultimately, electors decided to mix some fresh blood into Council, according to preliminary vote counts. Ward 3 candidate Bruce Landeg and Ward 4 candidate John Krueger have ousted their incumbent opponents, Ed Walsh and Ronald Micchia, respectively. Both Walsh and Micchia are long-time members of Council. Ed Walsh has served as a councilman for 34 years; Micchia, 18. Meanwhile, incumbents Ward 1 Councilman Robert Shiner, Ward 2 Councilwoman Carolyn Bucey and At-Large Councilwoman Janet Dowling will return to their seats. Mentor Council Members Still Feuding Over 'Running From Cover'

Council members continue to argue over whether it should be permissible to run for a different seat while still serving on council

Mentor City Council members continue to disagree whether "running from cover" should be banned by the city's charter. First, some background is necessary: "Running from cover" is when a politician runs for an office when he or she still has time left to serve at his or her current position. In the last few years, it has become common for Mentor City Council members to run for a different seat while they still have two or three years remaining on their present seat. For example, an at-large councilman might run for a ward seat or vice versa. In the last five years, Council members Carolyn Bucey, Scott Marn and Ronald Micchia have all done it – Micchia twice.
