Drunken Man Causes Panic At Nail Salon

A man admitted to getting drunk and causing a scene at a nail salon in Mentor when they refused him service.

Charles Swinney, 43, of Cleveland, had been drinking at Tuesday afternoon, Mentor Police Lt. Tim Allen said.

"By his own admission, he drank quite a bit," Allen said.

At about 7 p.m., he decided to walk to the nearby salon, , and get a manicure and pedicure.

"They declined him service because they were closing and he became irate," Allen said.

Swinney began to shout and he repeatedly reached into a duffel bag that he was carrying with him, Allen said.

Five people fled from the nail salon -- four out the back door, Allen said.

The police were called and Swinney scuffled with the officers as they tried to arrest him, Allen said.

After police handcuffed Swinney, he explained that getting a manicure and pedicure was on his bucket list.

"He's not dying that I know of," Allen noted.

Swinney was charged with inducing panic, resisting arrest and persistent disorderly conduct.

He pleaded no contest to inducing panic and resisting arrest today and was convicted in . The third charge of persistent disorderly conduct was dismissed.

Judge John Trebets sentenced him to 90 days in jail but suspended 88 of those days. He also gave him credit for the two days he had already served in jail.

Trebets also fined Swinney $1,750 plus court costs.
