Accused Dog Shooter Has Previous Rape Conviction

Raymone Clements' previous felony conviction means that he faces a felony charge stemming from accusations that he tied a dog to a tree and shot it at Forest Hill Park.

The man accused of tying up and shooting a dog at Forest Hill Park last fall faces a third felony charge because of a previous conviction, Cleveland Heights Police said.

Raymone Clements, 42, of Cleveland, was arrested Dec. 19 and charged with discharging a firearm within city limits and animal cruelty, both misdemeanor crimes.

This week police announced that he has been charged with a felony: having weapons under disability.

Under Ohio law, convicted felons may not have a gun. The offense carries a maximum prison term of five years.

Clements was convicted of two counts of rape in 2006 and sentenced to serve five years in prison. Court documents indicate that the victim was under the age of 13.

He's also been convicted of theft and drug offenses and robbery in several Cuyahoga County cases since 1988.

He was released in January of 2011 and is currently on parole.

Instead 6 years later this guy is out and about terrorizing the community. It's sort of like that guy who shot the fire fighters in New York. He killed his grand mother with a hammer. News flash people who kill their grand mother with a hammer probably care nothing for civil society. The Justice sytem is corrupt and Cleveland is one of the most corrupt. Anyone remmeber a guy named russo. It starts with the cops and goes all the way to the top. That judge in Rocky river convicted of OVI got a slap on the wrist. He got to keep his liscence and he's still a judge. Give me a break lol, this guy obviously has lousy judgement. He should be removed formt the bench and the fact that this hasn't happend tells the story best. Believe you me, if it was one of us, a regular joe, they would nail your butt to the cross. What's good for the gander is good for the goose. I'm just saying.

agree Nathaniel...Violent crimes need to be addressed differently than others.These thugs are a danger to civilization. Harvest their organs.
